Traffic Monitoring

I am always curious when driving on the motorway in the middle of nowhere. I always spot cars parked on the roads that span the motorway and I am never sure what they are doing. My speculation is that some of them must be traffic police monitoring the traffic. Other motorists must think this as well as you always see all the traffic slow down in these situations.
